Is This Racist?

My friend's daughter wanted to dress like a Geisha girl for Halloween. They were talking about it at school, and her teacher piped in and told her that it is racist to dress like another race or culture. She asked my opinion.
I really have no idea!
What do you think? Is it offensive to have child dress like a native princess, a ninja, or a Geisha girl, what about Aladdin? Or are we just oversensitive?
